Folder Shortcuts Do Not Work

Can someone help me with folder shortcuts? The shortcuts
that I create do not open the folders that they point to.
Whenever I create a shortcut to any folder and double
click it, nothing happens. I see an hourglass for six
seconds and then the hourglass goes away. No error
message. No change at all.

My folder shortcuts used to work. I do not know when this
problem started.
