folder sharing and security

On the Sharing tab for a shared folder is a Permissions button where you can
set permissions for people using the folder. On the Security tab is a
similar but more complex way to set permissions.

Yet these two methods don't seem to do the same things. What are the
differences between these features?

One is network sharing. Decides who can map/access the share - like over
the network.
The other is File/Folder permissions - decides who can access the actual
files and folders.

If you set the share perms to allow a user/group to access the share but
they do not have file/folder perms - then they get nothing over network.
