Folder Redirection not applying/GPO empty

We recently set several terminal servers and I have been
working on setting up My Documents folder redirection
(among other things) using a domain GPO. When my test
user logs in, the My Documents Folder is still on the
local machine. I ran RSoP and it says the GPO isn't
being applied because it is empty. Can anyone think of
what might be causing this?

Create a new OU and add a test user to it. Create a new policy where you
redirect the My Docs to a network share that the user has permissions to.
When you logon with that test user does it work?
If so we need to take a look at what we have configured different between
these 2 situations.

Are you configuring these user settings on a policy that is linked to an OU
that has the Terminal Servers?
Are the users present in that OU as well?

If the users are not in this OU the user settings will not take effect
unless you are using the loopback policy.
