GPOs not applying

I have a two deep OU structure with one GPO per OU.
A remote office, connected by a 1152Mbs downstream link
and a 288Kbs upstream link, only applies some GPO
settings. Have eliminated GPO settings and permissions by
logging in as a known good user.
Used mmc with RSop snap in to establish what is and is not
applying.
Folder redirection, which is crucial as my start menus,
desktops and My Documents are redirected, is not applying
at all.
Logon scripts are listed as applying, however no drives
are mapped despite there being a script which does this.
The script works if run manually, either locally or
remotely. This tends to indicate that the script is not
running.

Where to go from here?

Any help appreciated.

Disabled Slow Link Detection and all working as expected.
