folder properties

I have a folder that I created on drive D:/. I use this drive to save
downloads, MP3, etc. At one time this particular folder was disignated as a
save to folder for an application. Now I've reformated the C:/ drive
reinstalled the OS. Now that folder on the D drive cannot be renamed or
deleted. The app that once used it as a save to folder was not reinstalled.
The folder has become locked. I can look into it and remove or add files but
I can't rename or delete it. Huh?

I right click on the folder and click properties and I don't see a sercurity
tab. I have general, sharing and customize tabs. Thought there was supposed
to be a security tab. Any ideas?
