Folder properties dialog box problem

I've searched around the forums and have found similar problems, but haven't
been able to find a solution to this. I apologize if this has been answered
somewhere else...

When I click on a folder and select properties, the dialog box doesn't work.

I have shellexview, and i've tried disabling various extensions, but nothing
seems to help. I've also scoured the registry HKCR/... and deleted shell
extenstions there, but to no avail.

My first question is "What the heck causes this?". I've been diligent in
keeping my antivirus software up to date, my windows patches current, and I
run norton IS. I am beginning to get suspicious of Norton, but don't really
know where to start. There are no problems noted on their website.

I am not a novice. In fact I consider myself somewhere between intermediate
and expert. Any suggestions are appreciated!
