Folder Problem

When I click on a folder, instead of opening the folder it starts a search.
Right clicking the folder icon produces a sub menu that indicates that
"Search... " is the first option followed by "Open" and "Explore". Can anyone
describe a way to change the order of these choices so that "Open is the
first (default) option?
