folder permissions changed

I am using Outlook 2003 and not using a domain or Exchange Server. All of a
sudden, my Junk folder indicates I do not have permission to access or delete
or alter any email in that folder.

I didn't do anything that I know of to change this. How can I delete all
permissions and keep all folders and files public? I'm unable to delete
files in my junk folder, move emails from junk to inbox, etc.
 
version of outlook? how many messages are in the junk folder? how large is
your pst? Does Shift+Delete work?
 
Version of Outlook 11.8206.8202 SP3
Since I can't delete, the size has gotten large - almost 500 now
My pst is very large, I'm sure - don't know exact but I'm sure at least 100MB
Shift-Delete doesn't work
