Folder order/arrangement

Whenever I want to save a file from somewhere (net/email etc) and go to save
picture, or save as. I bring up the folder with other folders in it, lets
say 'C:',
and the folders are all our of order. I click to arrange them by name so I
can find the folder I need, and when I go to save the next file, the folders
are back out of order.

Annoying!!! Any thoughts?
