folder options malfunction

When I double click on "folder options" in "control
panel", nothing opens. I need to change folder
settings...
is there a virus that f---'s with your folder settings?

I thought this might be due to corrupt entries under
"{6DFD7C5C-2451-11d3-A299-00C04F8EF6AF}".
The shell32 registration seems to recreate one.
