'Folder Options control panel' error message

I am unable to open a jpg attachment that I received in
an email...the error message is:

"This file does not have a program associated with it for
performing this action. Create an association in the
Folder Options control panel."

How do I do this?

Right-click on the .jpg file and select:
Open with > Windows Picture and Fax Viewer
