Flicker on desktop icons

Had to do a format and reinstall xp pro and now have flicker on desktop
icons.I suppose its a display problem but how do I sort it?

Right click the desktop and select properties > settings > advanced then
select monitor and change your refresh rate to 75 or higher, as it is prob
at 60 Hz now.

I have that desktop flicker problem too. When I exit a game, even the windows pinball, my desktop flickers like crazy for a few minutes. The max. refresh rate for my notebook is 60hz. It says that if I go over that it could damage hardware. Is that true? thanks...
