Please I hope you are wrong. Writing is not easy for me, and I need my full
concentration. This flashing thing distracts me. I guess I should load
office 2003.
The Office button (replacement for the previous version 'File' menu) blinks until the first time it is used, similar to the way
Windows Explorer taskbar open application buttons flash to get attention
Once you use the menu button and restart Word it should no longer be flashing.

If memory serves, it flashes until you've used it. Theory is that it wants
to make sure you know it's there - and once you've used it, it thinks you do
know. There's probably a registry setting but I don't know what it is - just
feed it, give it what it wants, use it once, and it should stop flashing.
If it doesn't stop flashing after you click it let us know -- I (or someone
else) can give you some additional instructions in editing the Registry to
force it to stop.
