Flashing IE address bar, hangs

A friend has a system which has started to misbehave when
starting up IE. It's on a dial up link and so starts the
dial up process, connects as usual but once connected the
address bar then flashes and it is impossible to enter
any URL. The cursor is the hourglass and it too is
flashing. This is not my system and so I can't go check
but I presume that it is possible to click the exit in
the top RHS and so some user interaction is still
possible. Other applications are fine. I get no reports
of any problem when Outlook Express is used.

The systems shows clean when virus checked. Problem
started about week ago it seems and not following any
specific system change or anything.

Any ideas?
