Since the Volume License Key for Shanghai Government has been blocked,
some Chinese users now flash their DIY PC's BIOS to a branded PC BIOS (
Lenovo PC, http://www.legend.com.cn ), then installed the pirated copy of
Lenovo OEM WinXP Chinese edition. Now they says it works perfectly. and pass
all kind of validation..

I wonder if this can be true?
so, in such case, anyone with some tools that can flash their PC BIOS to a
branded PC BIOS, say HP PC. Then can use HP OEM WinXP, am I right?

In theory, yes but it probably requires the bios manufacture,
bios model and revision to be the same. IOW, it has to be a
pretty closed and tight market for this scenario to work to a
good degree. In the real world, that is outside of China, there
is too much variation for this scheme to be successful, even
within the same brand that uses bioses from all manufacturers,
e.g., Award, Phoenix, AMI, etc.

blockage then one will have to move to another country.
