Flags in imap email makes multiple to do items. Is there a fix?

If I flag a message from an imap account, Outlook automatically creates a to
do item in the to do bar each time it syncs creating redundant entries. Is
this a setting that I can change? I want to use this feature, but only have
each item once.

No, you can't disable it but you can filter flags off the to-do bar.
