Flag not Clearing

I have a rule that I run on my inbox to flag with an orange flag messages
sent to me. When I send out a meeting request and others reply to the
request it flags the incoming message. When I try to clear the orange flag -
it turns red (dimmer than the usual red flag), and I am unable to clear this
flag. If I click on it it doen not change, if I choose clear flag it does
not change. I have already restarted Outlook and it still will not clear.
Any suggestions? Thanks in advance!
 
version of outlook? does the infobar (in the preview pane) change when you
click the flag? If you wait, does the flag update?
