Fixing Recycle Bin

My recycle bin has disapeared. I can still delete files and send them to
recycle bin - but I can't find it anywhere to empty it. It's not on my
desktop nor is it in windows explorer. I followed the three suggested
resolutions here: http://support.microsoft.com/defaul...kb;en-us;810869 but
nothing worked. Is it possible to download a new recycle bin file anywhere?
