Fit Website to Browser View (Half minimized)

I want to fit the website to the browser so that the site appears full screen when the browser is maximized and when the brower is half- or quarter- minimized. My nephew told me that it can be done with "%" in other programs but he didn't know if it was possible in Front Page. I want this capability not only for my browser, but when others view the website

Thanks Stefan I appreciate your input. I checked and my table widths are set at 100%. I don't know what the problem is. I did not originally set the page width at 100% when I created the site. Do you have any other ideas? Thanks again for your input.

Word of caution, if you dragged the table widths while designing they will no longer collapse and expand to fit the page - this may not be the problem so...Post the URL.
