First time IE loads it fails to open the default home page

First time IE loads it fails to open the default home page

page loads ok after a refresh
 
There is a setting for the StartPage which is the first page to display for
a new user using IE for the first time. If it appears after a refresh it
indicates that IE was expecting to have found it cached, but didn't. So you
must have done a delete of your temporary internet files before starting IE
for the first time.
 
this happens each time IE is started
if i open IE i get the error , Do a refresh see the page
close IE

Open IE i get the error
