First Exchange or DC?

Hi,

I need some information on Exchange 2003,

I want to replace my Windows 2000 server That is the only Domain Conteroller
of domain ,with a new Server(new hard ware) with a windows 2003 server, the
old server has also Exchange 2000,
This is my plan:
1. Install windows 2003 on the new server.
2. Make this server the member of the windows 2000 domain.
3. Run Adprep/forestprep and Adprep/DomainPrep at Windows 2000 Domain
Controller.
4. Promote the new Windows 2003 Server to en edditional Domain controller.
5. Move all the 5 FSMO from old DC to new DC
Now here is my question,
I want to install exchange 2003 on the same server, how should I go about
this?
Should i Install Exchange 2003 and then promote this server to DC and then
decomition the windows 2000 server DC?or first promote the 2003 server to DC
and then install exchange 2003?
