Is there a way I can find the IP address when someone sends me an E-mail then
find out where they are located?
Someone sent me an offensive E-mail with attachments.

You can find that piece of information, and more, in the email header.
Viewing the header differs a bit from email client to email client, but here
is how to find it in Windows Mail:

Open up the message > File menu > Properties > "Received from"

Do keep in mind that the IP address in the header may be a fake, spammers
can, and do, cover up the true origin of their mails.

Hi, Docent.

If you are using Outlook Express. Windows Mail or Windows Live Mail, then
you can press Ctrl+F3 to see the headers for that message. There will be a
lot more information than most users know what to do with, but one of your
computer-savvy friends may be able to help you interpret it. The
information is not secret, just a bit technically over the heads of most of
us.

Some Internet security programs include features to identify the location of
an IP address. As I recall, Norton Internet Security 2005 had such a tool
and many others probably do, too.

And, of course, don't open any attachment until you are prepared to deal
with any damage it might cause. Using Ctrl+F3 will also let you read the
contents of SOME kinds of attachments without opening them, but not all.
(That's how I check out many attachments Forwarded from AOL by some of my
friends.)

While you can get the IP address as described earlier, unless it is illegal
and you get police involved, you are not going to be able to find out where
they are located. Unless they have a static address, it will require the
time so that it can be traced to the user that it was assigned to at that
time.
