Find out who copied/created file

Is there any way for me to find out who created a file? I am responsible
for several Access Databases. For the past few weeks, someone has been
copying the files and creating back-ups. I already have a system in place
that backs up the files. I can find out when the file was created by looking
at its
properties, but how can I find out who created the files so I can tell them
to stop? I am not concerned about having extra back-ups but the fact that
someone is going into these folders and copying without understanding the
system worries me.

if the files is on an NTFS drive and if the user creating them is logged in
as themselves then right click the file go:

properties-->security-->advanced-->owner
