Final Track Changes always turned on

I have been having this problem for the last coupld of weeks

Every word document that I open always comes with Final Showing Markup , I then select the reviewing tool bar and change this to Final > this clears all the changes

Why does this always come up with Track changes on in every document that I open even documents that have been saved with track changes off and reviewing set to Final

It will always come up with this

Is it something in the normal.dot file, where is this located

Any assistance is greatly appreciated.

No, that doesn't clear all the changes. They are still there, Word is just
hiding them for you, and to prevent you forgetting, it will always re-open
showing markup. To clear all the changes, you need to either Accept or
Reject them (or run Accept All Changes.)

Although it isn't a good idea (since opening with markup displayed is a good
reminder that it's still there), you can disable this feature on the
Security tab of Tools | Options ("Make hidden markup visible when opening or
saving").
