Filr folder viewing

I would like to be able to view all my folders in lists as a default setting. Is there a way to do that?
 
Open a folder, View > List.
Tools > Folder Options > Apply to all folders.

If the settings are not retained [after few days], try increasing the folder cache using a fix from Kelly's site:
