Filing emails in OE6...add a LOCAL FOLDERS near Cancel/New Folder

When filing emails, you have the option to select the folder already created,
but you have to scroll to top to hit Local Folders in order to open a NEW
Folder. Local Folders title should be added to the choices with Cancel/ New
Folder. This would eliminate having to scroll to the top and activating the
Local Folders to enable the new folder to appear in ABC order and not a
sub-file.
