Files in the Windows folder

I have a bunch of flies in the Windows folder like th
following: $NtUnistallQ318138. they appear to be leftover
from upgrades from MS. Can they safely be deleted or are
they a necessary evil?

They are the updates you installed from Windows Update.

Yes, they are the uninstall files and can be safely deleted.
