Files Do Not Show Up in Recycle Bin When Deleted

Encountered this problem in my WinXP PC.
No file name being displayed in the Recycle Bin, but when
given the command to empty the recycle bin, the total no.
of deleted is mentioned.
Tried to restore all deleted files but no restoration
being done.
 
Note: Files that were previously deleted will be permanently erased from the
Recycle Bin.

Create a notepad document and save it (any name will do).
Now delete the file so that it goes to the recycle bin.
Empty the recycle-bin.

To test, create another file and then delete it - does it now show up in the
recycle bin?

Thanks, Jetro. Unable to located the said folder but
managed to delete the bin by using disk cleanup.

I knew you can do it.

P.S. Recycler is a hidden directory in the volume root.
