file wont dlete-help

I have a file under a folder that i downloaded. It will not move delete
open
or do anything. When you right click it pulls up a different options list.
This list does not have the delete option. Please help, I have tried several
different options already such as safe mode and a program to delete it, but
it wont let the file move so it can delete it.
 
try downloading and using killbox *freeware* it will attempt to kill the aps
that are in use in those folders or delete them on reboot before the app in
the folder can load.
Also, check that the folders are not read only. You may have to change
this.
