File states "locked by administrator" - not correct

We have a remote office that is using a VPN to connect to
the main office. Once connected the run a Remote Desktop
Session to connect to a Terminal Server. The Terminal
Server is 2000 and the clients are Windows XP Pro.
Let's say User1 opens a file, then User2 tries to open
the same file, it says locked by "Administrator", not by
User1. They are both logging on with their usernames and
neither have admin rights? They want it to say it is
locked by the user so they know who to contact. Any
suggestions on why this is happening and how to fix it?
