Is it possible to configure my system to display the exact byte size of files?

(Rather than rounding to the nearest 1KB as an application I use operates
with small data files)

I am using Windows XP Professional

No. Well not that I've ever seen. It boils down to the size on disk as I'm
sure you know. 1 byte is still going to fill the smallest block size and the
shown data will be the actual usage as Windows understands it. Cluster
determines that I'm afraid.
