File & Settings Transfer

Im just wondering if there is a way for a domain/local admin to be able to
transfer the settings from every user on a computer without logging on as
each user. I have a computer that is being used by multiple users and I want
to transfer all of their settings over to a different computer but dont have
passwords and dont want to log in as each user to copy. Is there a way to do
this using the FAST?

The only way I can think of, is to slave your "new"
harddisk in the PC with all the suer accounts in place.
Then apply the same settings to the new harddrive...
It worked fine for Windows NT, and should be the same for
2000 or XP
