File Server placement

We have two geographical site connected with each other by T1 link. I have
all the domain controller at one site and all users(site 1 and site 2) get
authenticated from site 1 domain controller.

I want to place one File Server at site 2 which has NOT any domain
controller. Could anybody let me know if link between site 1 and site 2 is
not availble can site 2 users access their local file server?

Yep, that's what you want. A domain controller on BOTH sides of the T1 line. This way if
the T1 line goes down, the users have a local server to be authenticated by. I have do this
on my LAN with a satellite office at our Prime Contractor connected by a T1.

You can also use the replicator service to replicate data from site 1 to site 2 such that
users are site 2 don't have to traverse the t1 line for some data.
