File Proxy (Fatal Error)

I am experiencing a fault with Windows XP Pro (Service Pack 2). When i try
to use the SEND TO option (right clicking on file for example) I receive a
Fatal Error:

UNABLE TO CREATE AN INSTANCE OF REQUIRED OBJECT: FILE PROXY

Can any one tell me how I can rectify this fault.

Microsoft seem unable to offer any assistance.
