File Permissions

I want to give a user permissions to a folder. I want him to be able to do
everything in the folder and subfolders except Delete. I can set the
permission to keep a user from deleting however that also removes the
capabilities of renaming a folder. Any thoughts?

There is no solution.
A rename is treated as an add and delete.
