File Permissions, Domain Problems

Hey All,
Wonder if you can help me with a problem.

I have this error message coming up:

"Folder is not accessible, you might not have permission
to access this network resource, contact the
administrator of this server to find out if you have
access permissions.

Bad login, unknown username and or password."

Okay the scenario for your thoughts.

I am running a network with a XP Pro File Server that I
can ping by both IP and Name. This server is running a
domain, with an IP address, Primary and Secondary DNS and
a Gateway. I am trying to file share folders for
individual users. I have disable SFC, enable TCP/IP over
netbios, I have checked computer browser service
is "Started" and running. I have added users and give
them full permissions to the folder, including computer
management on "shares" folders and removing "$"
applicable to this folder. If I reverse all the above
and browse the folder, access is instantly granted. As
soon as I try to manually configure and allocate users to
specific folders that are shared I get the error message
above. All machines both client and host are Win XP SP2
machines, running through a switch.

Anyone share any light on the above

SYMPTOMS On Windows XP-based computers that are configured as members of a
workgroup in a peer-to-peer network environment, you may experience one or
more of the following behaviors:
a.. You cannot access shared folders or files.
b.. You cannot locate other computers in the workgroup.
c.. You receive the following error message when you double-click the
workgroup in My Network Places:

Workgroup Name is not accessible. You may not have permission to use this
network resource.
CAUSE
This behavior may occur if both the following conditions are true:
a.. NetBIOS over TCP/IP is not turned on (enabled) on one or more
computers in the workgroup.
b.. The Computer Browser service is not started or is turned off on one or
more computers in the workgroup.

I picked up your advice and found that my XP was not enabled with NetBIOS
over TCP?IP. I have now enabled it.
But my other PC has 98SE and the enabling is greyed out. How do I change the
98 version please?
Regards

The protocol appears to be not installed on the 98 system. I don't remember
exactly the route to it with 98 but it's right there in your network
properties somewhere.

The check and box is gray under the heading 'NetBIOS support allows you to
run
NetBIOS applications over the TCP/IP'
Someone suggested that it was in fact a forced running
What do you think?
