File permission help needed

My old computer died (motherboard issue). So, I have a new computer up
and running and want to transfer my files from my old computer's hard
drive to the new computer. I purchased a hard drive enclosure, with a
USB interface to use to get access to my old drive.

Everything is working ok as far as getting to my old drive, but files
in the old hard drive (L:/Documents and Settings/Owner/) directory and
below cannot be accessed. I need to somehow change the permissions for
everything in order to get access to them and xfer them over.

I downloaded a shareware program to help do this, but it only does
directories/files one layer
at a time. I can't change a directory and every directory/file
underneath it with one command.

I tried the ATTRIB command in MSDOS prompt, and it gets denied too.

I am using my new computer as the administrator (I have not set up any
additional accounts).

Is there an easy way to change the permissions on all of the files on
this hard drive quickly??
