File opening

Hi....I was downloaded a file from the internet, when the PC crashed. I rebooted it and now when I try to open files I get a dos like command window..........top bar of the window states C:/WINDOWS/SYSTEM 32/cmd.exe and in side the window it states C:/Documents and settings (or the name of the file I am trying to open............any ideas how to stop this screen appearing?
