File -> Open -> Other user's folder grayed out

I have a user runnign Outlook2003 connecting to an exchange server. This
user is unable to open another users folder (to which he has authority) but
is unable because the option is grayed out. I have not found any other
desktops that display this behavior. What part of the configuration could
cause this?
