~ file on Desktop

I keep getting a file created and placed on my desktop
with only the name ~ . I don't know why it's being
created or how I can stop this from happening. It
appears to be created when I am using either Explorer6 or
Outlook Express. What's causing this file to be created
and how can I stop it. It only started after I upgraded
from Windows 98 to XP.

If you read the article referred to in the other reply, you will see it's a
glitch in Outlook
Express, creating a copy of your address book, but naming it "~". This file
may be safely deleted, but will reappear the next time the address book is
edited.
Additionally, you can "hide" the file, simply right-click on the shortcut,
chose "Properties", the "General" tab, then check the "Hidden" box, then
click "OK".
Now the file will still be there, but not visible on your desktop
