~ file on desktop

I have this ~ file on my desktop. Under properties it
says that it's size is 184kb. I have no idea what it is
or where it came from. If anyone could shed some light on
this I would greatly appreciate it.

it is caused by a glitch in outlook express when adding to or changing some
detail in your address book.
nothing to be concerned with. I get it too from time to time.
