File locked for editing

We currently have a situation at work where a particular Excel file says a user has locked the file for editing. The message reads:

"file name" is locked for editin
by "username"
Open Read Only or click Notify to open read-only and receive notification when the document is no longer in use

The problem I have with this is that the user is not in the file and has not been in it for two days. How can I fix this.

Sometimes rebooting the *server* will clear this.
