file folders

In Microsoft 2000, in the C:, documents and settings, a
folder named Default User keeps reappearing when I
delete. Sometimes I get an error message stating access
is denied, sharing violation, folder may be in use.
Sometimes I delete other items and they reappear. What is
going on here? Thank you

It's part of the operating system and needs to be there.
