you have to know which program created it in the first place.
or, you can try using notepad if it is small enough. don't use notepad if
it is more than 1kb. it would take time before you could open it, if you
could open it at all.

View tab | under Advanced settings | Scroll down to and UNCheck:
Hide extensions of known file types | Apply | OK
