file download will not start

I try to open a lab for my C++ class and it gives an error: Internet explorer
cannot download lab3.zip from www.ee.vt.edu. Internet Explorer was not able
to open this internet site. The requested site is either unavailable or
cannot be found. Please try again:
After i saw this i went to microsoft.com and tried to open the file and the
same error came up; So it wasn't just because of this site. If anyone has
any suggestions I would greatly appreciate it. Thanks.

Have you considered that the site might have a problem?
It doesn't open from my PC either!

Darn Jim Thorp is still there? As I recall, he was there when I attended
about 100 years ago.

Yes i went to other sites and the same problem happened when i tried to
download other files. This all started when i deleted an SQL server on my
computer..but i was told i shouldnt need it.
