unable to download anything

Whenever my son tries to download anything on his PC, the download window
appears(with paper flying from one folder to another) but there are no
numbers showing progress. After a few seconds of this the following message
appears "Internet Explorer was not able to open this internet site. The
requested site is either unavailable or cannot be found. PLease try again
later."He has tried several times but to no avail. Can anyone please help?

After making sure the computer is clean if the symptoms still persist, post
back with more relevant details, such as how is he trying to download the
files - using a browser? If so which one? How is the computer connected to
the internet? What sites does this happen on? What happens if he boots
into safe mode with networking? Did things ever work? If so what changed
between when they did and now?
