"File Download" Prompt in Explorer

This problem isn't affecting Internet Explorer. Recently,
my netowkr permissions were upgraded and ever since then I
have been receiving a "File Download" prompt whenever I
try to open a LOCAL file. This only happens with *.exe
and *.lnk files. It's not a burden, but it poses problems
due to tight time. The box for "Always ask before opening
this type of file" is greyed ouy with a check. The only
options I have when the prompt appears are Cancel and
Open. I am using Windows XP Pro with SP1. Anyone know
how to fix this annoying prompt? If you need more
information, let me know.
