File Download box is not loading

I have a user who is trying to click on a link and
the 'File download' box is not popping up as it should.
This only happens on one machine (it has the same service
packs as the other machines which work - they are all IE6
SP-1). The page with the link on which he clicks, simply
reloads. I am not sure which setting enables this sort of
download. His security is set to 'Medium' same as others.
Any thoughts?

Open Windows Explorer and go to Tools | Folder Options | File Types.
Scroll down to the file type in question and select it.
Click Edit or Advanced, depending on your Windows version.
Check the box for "Confirm open after download".

I'm experiencing this problem with .exe files as well.
zip & exe file types that I try to download appear to be
downloading in the status bar. If I go to the tools->IE
Options menu, i get a Restrictions Warning box. Any
Ideas on how to solve this?
