File Cleanup

When I run Disk Cleanup, it removes temporary files from
C:\WINNT\Temp (except for a 0-length file named
T30DebugLogFile.txt), but it doesn't touch files or
subdirectories in C:\Documents and Settings\<profile
name>\Local Settings\Temp -- should it? I usually assume
that I can safely delete any files in a directory named
Temp -- but is this a correct assumption?

On a related matter, I created and then deleted a user
profile. Although this user no longer appears on the
Welcome screen, there is a complete file structure for it
under C:\Documents and Settings\<old profile name>\. Can
I safely -- should I -- delete these files and folders?
 
Temp files are usually safe to delete. I remember awhile back when
I was using Win98SE and whenever I downloaded and installed RegClean from
Microsoft it would install to the windows temp folder. But, then that was
a couple of years ago at least. Sure I would delete anything relating to
the removed User Profile.
