File can't be deleted

I can't delete this file in windows explorer.

When i try to delete it, it says,"File is being used by
other program; unable to delete". That file has being on
my computer for months. It was an incomplete file transfer.

How do i get rid of it? Any suggestions?
 
Try booting from a DOS disk and removing it that way. If
you're using NTFS, however, that won't work.

Oh the joys of new technology... :(
